Marie Callan


Marie Callan represents clients in a full range of matters including the sales, acquisitions, refinancings, and rehabilitation of affordable multifamily projects.  Her practice involves representing clients on HUD regulatory matters in bond financings, Low Income Housing Tax Credit Program transactions, and mixed-finance transactions.  She represents clients on a full range of project life-cycle matters including Section 8 project based contracts, tenant based and project based vouchers, use restrictions, HUD reporting requirements, and project management issues.

Prior to joining the firm in March 2007, Marie was an associate in the public finance and housing practice groups in the Washington, DC office of Ballard Spahr, serving as counsel on conduit and general obligation bond transactions for state and local agencies, developers, credit enhancers, underwriters, and trustees.

Representative Matters

Marie's experience encompasses all of the following types of matters as well as the practice areas listed to the right:

  • Sale or acquisition of FHA insured projects including TPA transactions, loan prepayments, continuing use restrictions, transfer of Section 8 HAP contracts, and tenant voucher transfers.
  • Section 236 decouplings and Section 250 prepayments.
  • Rental Assistance Demonstration (RAD) Program conversions to provide new Section 8 HAP contracts or project based voucher contracts.
  • Project life cycle matters including Section 8 renewals and modifications, tenant voucher issues, and rent increases including Mark-to-Market, Mark-up-to-Market, Mark-up-to-Budget (Ch. 15), and budget based rent increases.
  • Project rehabilitation matters including tenant relocation and notice requirements.
  • Project management and fee matters for project owners and management agents.
