Dori C. Garmeiser

Principal

Dori C. Garmeiser represents for-profit and nonprofit owners and managers of affordable housing developments regarding regulatory compliance and administrative enforcement issues, including debarment and suspension, civil money penalties, 2530 clearance, physical condition inspections, audited financial statement reviews, and fair housing.

Prior to joining the firm in 2011, Dori spent four years as a senior associate at Carmel & Carmel, P.C., working on federal and state regulatory compliance matters for the firm’s real estate developer clients.  From 1989 to 1999, Dori served as counsel in HUD’s Office of Administrative Law Judges, working on cases involving fair housing, debarment, suspension and limited denial of participation, program fraud civil remedies, civil money penalties, and mortgagee sanctions.  While at HUD, Dori also served as the Executive Secretary to the Negotiated Rulemaking Advisory Committee on Mortgage Broker Disclosures.  From 1985 to 1989, Dori was an associate at Epstein Becker & Green, P.C., working on regulatory compliance matters for healthcare industry clients.  Dori has also served as a volunteer attorney with the Washington Legal Clinic for the Homeless, Inc.

Representative Matters

Dori represents clients in the following types of matters and in the practice areas listed to the right:

  • HUD debarment and suspension issues.
  • HUD Departmental Enforcement Center (DEC) referrals, including civil money penalty and program fraud civil remedies actions.
  • Appeals of REAC physical condition inspections and REAC inspector oversight issues, and review of audited financial statements.
  • Advising clients on matters related to HUD’s Multifamily Participation Review (MPR) Committee and HUD-2530 matters. 
  • HUD requirements pertaining to multifamily project occupancy, asset management, and project servicing.
  • Fair housing compliance.
  • Serving as HUD counsel in developing and assessing strategies in connection with litigation that includes HUD specific issues.
